The Environmental Management Plan and the Building and Environmental Management Plan 2010 allows for dogs to be in the Estate provided that they are on a lead. Cats are allowed, but must be confined in owner’s premises between sunset & sunrise, as they represent a danger to the wild life, particularly the birds.

The Sands Estate was able to be developed only after the Section 173 Agreement, May 2001 was signed by the Estate’s developer (Golden Wood P/L, Patrick and Helen Handbury) and the Surf Coast Shire Council. This bound the developer and all their successors (all lot owners) to the requirements of the agreement one of which was to not allow cats into the Sands Estate. The Section 173 Agreement was updated in May 2019 and the ban on cats was amended.
