Surf Coast Shire takes over the planning of the Sands Estate

The process for dwelling approvals in the Sands Estate is now a more conventional planning / building process; the need for a permit might not always be required.

The planning controls can be found at planning scheme clause 37.02 and the associated schedule (see links below). Additional restrictions like colours and fencing (drawn from the now superseded Building and Environment Code) are contained in the S173 Agreement.
